摘要：2006年我國啟動了定期的 社會 物流統計調查與核算工作。作為一個農業大國，農產品物流是社會主義新 農村 建設的重要 內容 ，但我國農產品物流尚處於初級 發展 階段，沒有一個 科學 客觀的農產品物流統計指標體系。文章從我國農業、農產品物流的基本國情出發，提出了設計農產品物流統計指標體系的原則，並據此從農產品物流總量和農產品物流服務質量兩個方面構建農產品物流統計指標體系。

Abstract: In 2006, our China launched the regular survey of social logistics and accounting functions. As a large agricultural country, the logistics of agricultural products is essential to the building of a new socialist countryside, but the logistics of agricultural products in our country is still at the preliminary stage, not having a scientific objective agricultural statistics logistics indicators system. This paper basing on China’s agriculture, agricultural logistics basic national condition, introduces the principle to the design of agricultural products logistics statistical indicators system, accordingly, constructs the agriculture products logistics statistical indicators system in the two aspects of gross agricultural products logistics and service quality.

1 問題 的提出
經過半個多世紀的發展，物流已從最初的簡單運輸式的原始物流逐步發展成信息化、 現代 化、社會化的新型物流，幾乎涵蓋了各產業的所有領域和部門，具有很強的產業關聯度和帶動效益，成為促進 經濟 發展和產業升級的重要支撐和主要載體，國家為全面掌握了解我國現代物流業的規模、結構，監測 分析 我國現代物流業的發展和運行狀況，國家發展和改革委員會以發改運行[2006]625號文發布「國家發展和改革委員會關於組織實施社會物流統計核算和報表制度的通知」。正式啟動了我國定期的社會物流統計調查與核算工作。經國家統計局批准，自2006年起將社會物流統計核算試行制度轉為正式制度，定期開展社會物流統計核算工作。
中國 是農業大國，且處於以家庭為生產單位的小農經濟階段，因此農業生產資料和農產品的物流不僅數量巨大，而且供應非常分散，與農業生產物流相比，農業銷售物流，即農產品物流顯得更為重要。然而我國 目前 的農產品物流尚缺乏一個科學而客觀的統計指標體系，定期開展的社會物流統計也只是簡單的涉及到了農產品物流總額和農產品物流費用總額兩個社會性指標，導致很多地區、部門在推進農產品物流時比較盲目，實際效果不顯著。國家應該在農產品物流發展的初期就制定農產品物流統計指標體系，以便於更好地把握中國農產品物流發展水平,從而進行科學、合理的決策，推動農產品物流的發展。
2農產品物流統計指標體系設計的原則
根據我國現階段農產品物流發展水平，本文提出以下設計農產品物流統計指標體系應遵循的原則：
2.1綜合性原則
農產品物流指標體系應是一個涵蓋多因素、多目標的複雜系統，其指標的設計應力求從社會、經濟和 科技 的不同層面、不同層次反映農產品物流的綜合情況，以保證全面性和可靠性。
2.2針對性原則
由於農產品的種類繁多，體積大、價值小、易腐爛以及生產的季節性和區域性，使農產品物流具有廣泛性、專業性、複雜性、嚴格性，以及明顯的時間和空間的特定性等特點。因此農產品物流統計指標的設計應有針對性地結合我國農產品物流的特點及發展的現狀。
